Whenever the car's ignition is on, the fuel pump is also on. However, some cars have a safety system that automatically turns off the fuel pump when there is no oil pressure. Other cars also have a roll over valve that prevents fuel from leaking when the car is rolled-over due to an accident.

The most possible way to determine a failure is by hearing when the Volkswagen fuel pump is making a loud humming noise that you can hear over the noise of the engine.
